Based on my experience, the Netscape is able to create a Japanese
PostScript file.
If you want to get that for the Japanese web pages on the Netscape,
you have to select the following items from the Netscape menu;

File -> Print... -> Print To: File + File Name: foo.ps  .

Then, the foo.ps should be the Japanese PostScript file.

You can see Japanese characters in the foo.ps file using a
Japanese GhostScript.

But, you CANNOT get any Japanese PostScript file from
File -> Save As... -> Format for Saved Document: PostScript +
Selection: bar.ps  .
The bar.ps file has only strange characters instead of Japanese
characters.

I don't know what is deference between foo.ps and bar.ps,
but I can get foo.ps as a Japanese PostScript file using
my Netscape 4.51[English] on Solaris 2.5.1.

I'm not sure, but I don't think the above feature does not depend on
the OS.
