Can you tell me is "~/.cshrc" = "$HOME/.cshrc"?

If I'm unpacked "wnn" from Japanese packages..
Which files I need to updata?
than key-in "kinput2 -wnn" the command,(I'm unable to view Wnn man-
pages...)
