Shanghai China
1.China's first manned spacecraft in orbit
China's first piloted spacecraft has entered the outer space, and Lieutenant Colonel Yang Liwei 
is now the first Chinese astronaut in space in the world's 241st manned space mission. 
At around 9:10, Shenzhou-5 moved into the preset orbit, indicating success of China's endeavor 
to hurl a piloted space vehicle of its own into the orbit. 
President Hu Jintao, together with other Chinese leaders Huang Ju, Wu Guanzheng, Cao Gangchuan 
and Wang Gang, were present at theJiuquan Space Launch Center on the occasion. 
The center turned into a scene of jubilation as spectators cheered the success. 
In the meantime, The Yuanwang-1 measuring vessel has been monitoring the target over the 
Pacific Ocean; and the Beijing Space Command and Control Centre ordered the craft to open up 
the solar panels. 
The two pairs of solar panels, which look like huge wings of the spaceship, are working as a 
power station with a capacity of 1,200 KW servicing the vehicle. 

2.Shanghai schools try out "bilingual education"
Shanghai, China's promising economic, business and trade centre, is actively promoting " 
bilingual teaching" among its elementary and high schools in the new semester beginning early 
September.
Around 30,000 students, scattered in 19 urban districts and suburban counties, are benefiting 
from the program, a local source said Saturday.
The so-called "bilingual teaching" means the use of two different languages in teaching, which 
is adopted in many countries around the globe including Canada and the United States, as well 
as in Europe.
Quite a number of Asian countries including China, too, are exploring the bilingual teaching 
system, mostly using English as the second teaching language besides their mother tongues.
Wang Wenlong, principal of a bilingual school attached to the Shanghai Foreign Studies 
University, which is run jointly by the university and the education department in the Yangpu 
district, said: "to popularize English is the basis for bilingual education, while bilingual 
education promotes effectively and extensively the use of English."
His school has increased the number of English classes and organized a range of outdoor 
activities to enhance the students' English listening and speaking skills.
Shanghai's New Huangpu Experimental School has offered bilingual teaching for six straight 
years, covering such courses as popular science English, chemistry, mathematics, geography, 
life science and information science.
The efforts will not only imbue the students with enthusiasm in learning English and train 
their writing ability, but help them speak more and practice more, overcoming the so-called 
"dummy English", teachers said.
Shanghai's economic development will be curbed to some extent unless adequate emphasis is 
placed on foreign language teaching or bilingual teaching, said Zhu Pu, an official with the 
Shanghai Municipal Educational Commission, citing that approximately 90 percent of Internet 
information is in English.
To promote bilingual education will beef up Shanghai's efforts to turn itself into an 
international economic, financial and trade centre, Zhu noted. 

2. China Relaxes Investment Curbs

BEIJING (Reuters) - China said on Friday it would allow businesses in some regions to invest 
more money abroad in its latest move to deflect U.S. pressure for a revaluation of its yuan 
currency. 
Fourteen trial provinces or regions would be allowed to approve overseas investments of up to 
$3.0 million, versus a previous ceiling of $1.0 million, the State Administration of Foreign 
Exchange (SAFE) said on its Web site. 
"Provincial foreign exchange administrations can approve proposals for foreign exchange capital 
of overseas investment projects with a limit of $3.0 million," it said in a statement on 
www.safe.gov.cn. The measures will take effect on November 1. 
In other moves this year to ease upward pressure on the yuan, China has cut export incentives, 
tightened rules on lending to property investors and restricted quotas for foreign banks 
investing in Chinese stocks and bonds. 
The announcement comes hours after a much-anticipated report from U.S. Treasury Secretary John 
Snow ducked local lawmakers' call for more strident action to punish Chinese exporters. 
"There are two games going on," JP Morgan's Singapore-based currency strategist James Malcolm 
said of the U.S. stance. 
"One is the domestic political game in terms of people trying to pressure the Bush 
administration, and then there is the diplomatic game in terms of how do you convince the 
Chinese that it is in their interest to move a little bit sooner than they were planning on 
doing and a little bit more aggressively." 
The report said China had not violated U.S. law by keeping its currency fixed to the dollar, 
but vowed to keep up pressure on China to let market forces set the value for the yuan. 
Malcolm said China's moves, such as the easing of investment restrictions, were not that 
significant individually, but there had been a series of changes and diplomatic deals that were 
quietly adding up toward a more liberalized yuan. 
"There's some sort of material progress. We're definitely not there yet, but there's a little 
bit more to show than most people thought there would be," he said. 
Frank Gong, Hong Kong-based chief market strategist for Bank of America, said the move was not 
a surprise and would allow more dollars to leave China, which has benefited from waves of U.S. 
investment.
That will ease the pressure on the currency to appreciate and that's the exactly the right 
policy," Gong said. "China is at the stage that they need to increase their investment in 
overseas markets." 
The yuan is pegged at about 8.3 to the ailing dollar. U.S. manufacturers have accused China of 
pumping up the trade deficit by keeping the yuan unfairly low, leading to job losses in U.S. 
factories. 
China has so far resisted calls for a revaluation of the yuan, also known as the renminbi, but 
it has pledged to ease capital curbs further to take the pressure off. 
A Chinese central banker was quoted by the official Xinhua news agency as saying China would 
continue with a sound monetary policy to maintain the stability of the yuan, the latest in a 
string of similar comments by Chinese officials. 
"The objective of China's monetary policy is to keep the renminbi (yuan) stable and boost the 
country's economic growth within a stable financial environment," Xinhua quoted Mu Huaipeng, 
deputy director of the currency policy department at the People's Bank of China, as saying.

1.NEW CANADA-CHINA BILATERAL AGREEMENTS
Background
Joint Statement Between The Government of the People's Republic of China and The Government of 
Canada on Strengthened Dialogue and Cooperation on Climate Change
This statement expresses the desire of the Canadian and Chinese Governments to expand and 
intensify bilateral efforts on climate change, including the development of new policies and 
technologies in a wide range of sectors including energy, transportation, agriculture, 
forestry, and environment.
Canada is already helping to build China's capacity for action on climate change by funding six 
projects, with a total value in excess of $18 million, through the Canada Climate Change 
Development Fund. The two countries also share scientific information on a broad range of 
climate change topics, including impacts and adaptation.
Renewal and redesign of a Memorandum of Understanding on the Canada-China Scholars Exchange 
Programme.
In celebration of the 30th anniversary of the Canada-China Scholars Exchange Programme (CCSEP), 
Canada and China have agreed to renew and redesign this important people-to-people component of 
Canada's bilateral relationship with China. By increasing the monetary value of the 
scholarships and reducing the number of scholarships offered, Canada will advance the 
programme's goals by making it a more relevant and prestigious mechanism to exchange young 
leaders of tomorrow.
Letter of Intent on Development Co-operation.
The Canadian International Development Agency and the Chinese Ministry of Commerce (MOFCOM) 
signed a letter of intent to facilitate development co-operation in the areas of legislative 
development, health, agriculture and the environment. CIDA and MOFCOM are currently engaged in 
development co-operation activities on the basis of CIDA`s Country Development Programming 
Framework for China, which emphasizes three principal areas of co-operation: equitable growth; 
environmental sustainability; and human rights, democratic development and good governance. 
Projects being considered within this framework include:
- Canada-China Legislative Cooperation Project
- This project will facilitate the sharing of Canadian experience and expertise with the 
National People's Congress of China in a broad range of legislative practices at the national, 
provincial and municipal levels.
- Western China Maternal & Child Health Project
- This project will improve the quality, accessibility and timely availability of essential 
Maternal and Child Health services to poor women and children in the western provinces of 
China. Building on Phase I of the recently-completed Maternal and Child Health Care Project 
inYunan province, the initiative will develop and implement a grassroots system supported by 
communities at the local level. Key objectives include: adapting appropriate training 
curriculum and approaches; improving the clinical skills of health workers at different levels 
of the system; enhancing capacity to use participatory monitoring and evaluation methodology; 
and strengthening the system for in-hospital delivery.
- Sustainable Agriculture Development Project, Phase II
- This project will improve land-management systems and practices in the Western provinces of 
China through the development of participatory and community-based management systems and 
processes, including farmer organizations.
- Yunnan Community Ecosystem Restoration
- This project will support Chinese government institutions and agencies in conducting 
training, research and outreach in ecosystem restoration, community development and poverty 
reduction. Project activities will focus on improving the quality and delivery of agro-forestry 
extension services, training and research, as well as improving the productivity and 
environmental management of slope-land in Yunnan province.
